Maybe look for ways to increase supply of the things with high prices? Energy infrastructure could absolutely reinforce lowered energy prices. Helping electrification along through many means would too-grid investments and modernization, battery factories, new/opening shuttered mines (more of a regulation or economic response than large governmental project).
